Overview

Capture Manager identifies the resources required to pursue contract opportunities; oversees bid strategies, pricing, teaming, and proposal strategies; and manages the transition from the business opportunity to proposal development to award.

Responsibilities

  • Collaborates with DLT Sales and Vendor Partners to seek and identify strategic opportunities; and positions DLT for net new contract awards
  • Works with Business Development Capture Lead to define win strategy, competitive assessment, and pricing strategy discussion and prepares/completes strategic action plans, ROIs, and risk assessment
  • Schedules and conducts capture/proposal Kick-Off Meetings
  • Oversees entire proposal/orals process to ensure well-written, compliant, and competitive volumes/slides incorporating win themes, discriminators, and opportunity insights
  • Directly manages the DLT Proposal Center and staff
  • Leads virtual team and affected DLT departments (e.g., Sales, Contracts, Engineering) to manage and coordinate DLT's response to Capture efforts to include contracts, pricing, proposal development, technical, etc.
  • Coordinates and leads proposal events such as Strategy Meetings, Pricing Meetings, Color Team Reviews, etc.
  • Teams with Federal and SLED counterparts within vendor community to establish mutual contract targets
  • Communicates activities and opportunities to key stakeholders
  • Other related duties as assigned

Knowledge and Experience

  • Bachelor's Degree required
  • Minimum of 3-5 years experience in proposal development
  • Knowledgeable in the capture and lifecycle process
  • Highly motivated professional with excellent communication and interpersonal skills including presentation skills to individuals and groups, internally and externally
  • Strong negotiation skills
  • Strong writing skills to include development of content to exceed solicitation requirements while incorporating key win themes
  • Strong proficiency with office automation tools including MS Office
